NIH grants are the foundation of biomedical research in the United States, supporting tens of thousands of scientists nationwide. Recent disruptions in grant delivery and the implementation of multi-year funding have reduced the number of new awards, sidelined promising research, and disproportionately harmed early-career investigators, putting U.S. biomedical leadership at risk.

F&A (Facilities & Administrative) costs—also known as indirect costs—support critical research infrastructure, including utilities, maintenance, lab equipment, compliance, and security.

Site neutrality is a defined policy in which Medicare Part B would pay hospital outpatient departments (HOPDs) and physician-based practices the same amount if they provided the same service. While intended to offer patients more transparency and “cut costs” for Medicare, this policy disregards the differences between HOPDs and physician-based practices. This difference is even more pronounced in cancer care, and its potential impact is more severe.
